Like any large organization, the IRS always has an eye toward the future and evolving the way they do business. Making the IRS more accessible is one of their goals which entails modernizing not only their processes but how citizens engage with the agency. User Experience, as well as Citizen Experience, are instrumental in their strategy because it focuses on an outside-in approach, rather than an inside-out approach which is instrumental to modernizing government.

Using design to modernize is a smart strategy because the focus is on consensus building, which helps reduce bureaucracy, a fundamental component of government. The IRS has invested heavily in improving their design capabilities through training and mentoring.
